are you speaking of the foam piece? Give the link to the ebay item so we can see exactly what you are talking about...

http://cgi.ebay.com/ebaymotors/ws/eBayISAP...RK%3AMEBBI%3AIT

the foam pice lays on top of the metal piece behind it which bolts onto the radiator support.

I had to take the thing off to install my showoff front end...I left it at my "friends" house, and he threw it away along with my stock bumper...fucking had my liscence plate on there... anyways... so yea i need a bumper support, a bumper, a liscence plate, and while i'm at it a new oil pan for a D16Z6.

Not sure... I've never had to swap a bumper support. Call the dealer and ask- they'll know.

HAHAHAHA My cousin took the foam outta his cos He looked at it and said it looked useless and then within a week he was drivin down the interstate and ran over something and was like "I didn't see anything in front of me" then he checked his rearview and saw his bumper rollin down behind him and 3 other people ran over it! We have no idea whether or not it was the lack of the foam piece or if he possibly made a mistake when he put it back on. Needless to say he'll never leave that out again  just another funny story for ya

He made a mistake putting the bumper back on. The foam piece has nothing to do with the bumper cover staying attached to the car.
