speedometer wrong

My speedometer reads about 4 to 5 mph fast. IE 65 indicated equals 60 or 61. The odometer confirms this by being off about 4tenths every 10 miles. the tires on it seem to be factory size, at least they match what the maual says. Any ideas? Speed sensor maybe? Thanks for the help.
