92' Civic SiR

don't really know anything about car yet and would like help from those who know a lot about Civic. It's simple thing, but still don't know...that's how dumb I am...hahaha

Questions:

1) the signal( < > ) lights inside the car, it will stop flashing and just stay green. When first start the car, it wasn't like that..not for a while then it happen like that. then it works again after the car get turned on from off.

2) That gas guage stop moving.

any help on those two tourbles
