Default 94 Civc DX hard start/timing ?

Car died while driving and it turned out to be the ignitor. I replaced the entire distributor with all new internals. Also checked the plugs and wires and they were shot. The plug gap was huge and tips were in bad shape and the wires were corroded under the boots to I replaced them. Figured the car would fire right up with all the new stuff but it took lots of coaxing and about 15 minutes of playing before it finally sputtered to life. Seems to run fine once started but even now it takes abnormally long to start-maybe 5-6 secs of cranking and usually just sputters to life.
I think it's a timing issue. The timing connector to jump to set the timing is suppose to be by the drivers side firewall with a blue and a brown wire. I couldn't find it but found a connector with a blue and black wire by the ecu at the passenger foot kickpanel. I jumped it and set the timing but in order to get it at 16 btdc the distributor has to be turned till it hits the end stop. Also whether the connector is jumped or not seems to have no effect on the timing as I have checked both ways. Anyone know if this is the right connector and if not where it is located? Any othe suggestions on what else to look for? Thanks
