I Need Steering Wheel Help!!

Hi everyone, I have a question to do with the the steering wheel. I have a '93 Civic LX and I recently rebuilt the engine and changed the steering wheel. But when I drive at high speeds (50 - 70 mph) the steering wheel vibrates. I don't know if this is a problem or just a annoyance, but if someone could tell me what is going on I'd really appreciate it. Thanks!
