what are the diffrences between a d16y8 in a 96-00 ex ...than a d16y7 in an lx....

other than these that i know of - such as

diffrent intake&head, and diffrent tranny im assuming. ...why is it that exhaust headers wont interchange between d16y7 & d16y8 ....what about flywheels? axles? etc..

lol, my sentiments exactly. i believe the lx is made for more fuel economy rather than power output. correct me if im wrong.

Well one has vtec and the other doesn't. So everything you need for vtec won't be present on the d16y7.

Other differences :
intake mani.
exhaust mani.
cat conv.
head.
tranny (mainly great ratios).

But i would think that a flywheel from a d to a d would match.

You answered you're own question, if the header won't exchange it's because it uses a different head.

you can put a y8 header on your y7, but you will need to get a y8 cat and relocate it were it would be on an ex.
