swap will be cooler, and more expensive. Turbo would be fairly easy compared to the swap, depending on the engine your putting in , and it would be cheaper that getting a B18 or K20. You just gotta ask yourself how good your current engine will hold up? has it been beaten in or has it been babied

A k series would go above your budget by quite a bit. You could do some upgrades to your engine and turbo it and make decent power or do a b series swap and start with a little better foundation.

Ignore the K motor they are still very expensive. But ask yourself what you want to have. Do you want to be boosted? Or do you want a crazy all motor build? Once you figure out what you want to do with the motor. Thats when you figure out parts you will need for said build.
