If it's bare plastic you need to scuff it first and spray it
with an adhesion promoter Like "Bulldog" brand.
Bulldog can be found at WalMart in a spray can.
After that, it's best to prime with epoxy primer.
(if you want it to resist rock chips)
Epoxy greatly increases durability.

If the lip is already painted, I would still scuff it
and epoxy prime before paint.

Some just scuff and paint, but it gets rock chipped real easy
without the epoxy, and for bumpers, they need it.

Yes.
You don't have to use adhesion promoter on some plastics,
but, you can use adhesion promoter over just about anything,
it never hurts.
It can even go over paint, and some use it that way too.
So I always use it on any bare plastic or poly or any
flexible surface, just for safety sake.
