Well i would recomend having them welded up.
Its only a small hole so it won't take much.. Though you have to be carefull not to warp the metal. (experiance required) or you could fiberglass them up. Its easy enough that anyone who could read instructions could do it, then have it painted by a shop. Cost at a shop between the two shouldn't be that big of a differance though i could see welding costing a bit more because of skill involved. I had several holes shaved on my car, including two that where almost if not bigger an inch around, and they were all done with fiberglass. The shop did an awsome job with it and you could never tell I had an antenna, hood nozzles, wing, or the rear wiper. Any shop could do a clean job with either.. But welding is permanent for sure, and i'll just have to keep an eye on the parts i had glassed to see if they ever crack or anything

I would not recommend fiberglassing, it doesn't adhere to metal too well mainly due to the difference in the expansion, contraction of the two materials. If welding is out of the question, go with a quality adhesive product (ie. 3M or Lord Fusor)
