I know there are other factors that weigh in but what constitutes better emissions lean or rich?

They both pretty much screw up emissions, but I would say rich because running rich you'll have a buildup of depostis in your catalytic converter reducing it's effectiveness, and clog up your 02 sensors (fouling) so they won't read as accurately.
