The IAB's are not an intrical part of the motor, and trust me, yes they do stay open if you dont connect them, when you apply vacuum to them they close, hence the reason they are close at idle. the valve closes and restricts vacuum to openn the iab's...Take a look at umm...they are spring loaded, take one apart...they are open if you have them off the car. If you want to pass smog, you must hook them up, however if your not worried about and dont feel like running the wires to the harness dont worry about connecting them...you dont need them.
you ever put on a skunk2 intake mani. on a gsr? do you lose any low end?

WRONG!!!!

IAB are always open unless vacuum is applied..alot more power can be had by deleting the vac lines and not wiring them up..only reason I would hook them up is for smog or if you need to be reff'ed.

also while your at it I would take the top part of the plenum off and take out the butterfly plates to gain more power.
