A friend om mine recently bought a 92 i believe integra. it runs pretty good and everyting but the problem is, when revs it up it stops at like 4000 rpm its like the revlimiter is kicking in then. i looked at it and everything but i couldnt figure out the problem. another guy say it might be the fuel filter. if anyone knows what this could be please help me out.

his ECU is in limp mode.
