My E-brakes on my 94 hatch have slowly been disapering over the course of a year. I've re-adjusted the cable with no results. So this morning I took the old drums off and scratched them up with coarse sand-paper to remove any glasing that may have been present. The shoes looked like new so they stayed the way they were. I cleaned everything off and lubed up all the adjusting parts...put everything back together and still no e-brake. Barely strong enough to keep the car from rolling down the slight incline I have in my drive way. Should I have removed glasing on the shoes?

Definitely remove the glassing on the shoes- and check to make sure that all your rear brake parts are adjusted correctly. You might have a spring setting or something else off from spec..
