the only plans i have for the car is high horsepower. i want to do anything to give it more power

damn you're brave with gas prices and all... i'm glad i'm not doing turbo or a swap right now, too much other stuff to pay for...
but yeah, for 13k, you could get a 99-00 civic si, then turbo it and it would give you some decent power... should be in your budget if you get a good deal on it, just depends on how much you want (1/4 mile goals, etc).
