Well, a 97 is an OBDII, while a 95 is an OBDI. Did you change the distributor to match the ECU? That's where I would start. You need to match the dizzy with the ECU, whether you use both OBDI's or both OBDII's, but they need to match.

no I didn't check that. the 95 si head and dizzy have to go with a 95 si ecu? I'll check to see if he changed that. Thanks guys.

The head doesn't matter, but the dizzy and the ECU have to be the same OBD version. Well, the head does matter if you're using a VTEC head with a nonVTEC ECU.

Howdy everyone. I am new to the forum, but I am also doing this swap, sometimes called a MINI-ME. The head is probably a d16z6 if it is from an Si. You will need to use a P28 ECU and a distributor from a 95Si. Also, there are different computers for manual and auto transmissions. Another thing you will need is a jumper harness if you plan on using your existing engine harness as the newer OBD2 Cars have 4 plugs while the p28 ECU has 3. Sorry if this isnt much help. I am also running into trouble adapting my harness to my distributor. Hope to be done soon.

The harness is an easy fix. you can search for the wiring diagram for both dizzy's and just change the plugs. I would suggest changing them on the harness side, that way if you ever need a new dizzy it will simply be plug and play.
