I'm guessing it's either a mail truck or some other kind of delivery/repair/maintenance work vehicle that requires the driver to be on the right side. I've seen similar setups before.

in some parts of new york you use your own vehicle to deliver mail, I've seen the exact setup on my friends mothers car,

Yea most definately. I have seen some ppl use there own personal vehicles for mail delivery and drive from the right side. This type of system seems a little more safer.
