Everyone I've ever known has called that the SiR-G lip. Not to mention the fact that every JDM parts business sells it as an SiR-G lip, as well as an SiR-G front bumper which matches the 94-97 USDM front bumper, and SiR-G foglamps which fit the USDM 94-97 front bumper.
