When putting together suspension and exhaust bolts, anti-sieze is a wise thing to use.

If I understood this correctly, the bolt head is snapped off and the bolt threads are stuck inside. So, if the threads will spin out (in other words they are not rusted in) then what I do is take a smaller bolt and dip the end into some contact adhesive, then put it into the hole against the other bolt and let it dry. Then just spin it out.

If you're saying the threads themselves are f@#ked, then swear about it and follow the above posts!

Also, before anything I do, due to having a New England car (rotted) I buy all new stainless steel bolts for everything that I replace and smack them with antisieze too (if it's something that you should use antisieze with).
